Provision has been made for 3 security options in budgets which are still to be finalised in discussion with stakeholders (refer link Security Options) The full extent of security will therefore be dependent on budget approval which will be finalised in due course.
Cleaning & Maintenance
The following is envisaged
- Weekly litter removal
- Deep cleans and ad hoc clean ups when necessary
- Streetscape landscaping and improvements over time

SECURITY PROPOSAL – OPTIONS
In accordance with the eThekwini SRA Policy, tenders will be issued in due course for all service providers, including security.
The figures below are therefore only indicative, reflecting current costs, quotes, and recommendations provided by Mayville Business Watch’s current security provider, eThekwini Security and Consulting.

Extended Perimeter Security Proposal (UIP)
This proposal outlines expanded patrols for King Cetshwayo (Jan Smuts), Felix Dlamini (Brickfield), Garth Road & Bristow Place, providing three options to meet varying security needs and budgets in anticipation of the Urban Improvement Precinct (UIP).
The options with different costs are;
Option 1: Restructure Zone / Add Perimeter Security
Option 2: Enhanced Manpower with Advanced Surveillance
Option 3: Comprehensive and Proactive Perimeter Control
Further details related to each option are shown below.
All three options include 1 dedicated armed response vehicle with 2 officers (1 back up).
Option 1 is the most basic security whereas Options 2 and 3 are progressively enhanced with additional guards and AI-enabled cameras.
- AI Cameras:
- Proposed installation of 1 AI-enabled Pan/Tilt/Zoom (PTZ) camera monitored in real-time by the Control Room. Features include:
- Mob detection for early warnings of gatherings or protests
- Loitering detection to identify suspicious presence
- Advanced zoom with multi-directional coverage
- Real-time intelligence for early threat mitigation and enhanced situational awareness
- License Plate Recognition (LPR) uses specialised cameras and software to capture and read vehicle registration plates at intersections and business entrances. The data is processed in real time and cross-referenced with databases of stolen vehicles or those flagged by SAPS or Metro Police. This enables the reporting of suspicious vehicle movements to Armed Response Vehicles, allowing a proactive rather than reactive approach that serves as a strong deterrent and helps prevent crimes before they occur. Reports can be monitored in real time by authorised parties, such as committee members, and intelligence can be shared with law enforcement, ensuring faster identification of suspicious vehicles and a more coordinated security response.
- Proposed installation of 1 AI-enabled Pan/Tilt/Zoom (PTZ) camera monitored in real-time by the Control Room. Features include:
- POPIA Compliance – LPR cameras are installed in this UIP area to enhance safety and security. All information collected will be handled in compliance with POPIA and other applicable laws.

Option 1: Restructure Zone / Add Perimeter Security
Objective: Optimize current guard routes and secure key external areas (Garth Road, Brickfield Road, Jan Smuts Highway)
Guard Plan: Add 3 new guards in total
- Day Shift:
- 2 new guards at Jan Smuts Road and Brickfield Road
- 1 existing guard repositioned to Garth Road
- Night Shift:
- 2 existing guards shifted from internal posts to cover Jan Smuts Road and Brickfield Road
Zone Adjustments:
- Bravo1 → Garth Road/Buro Crescent entrance
- Jan Smuts guard → Saxon/Buro Crescent entrance
- Walter Place guard → Buro/Walter checkpoint
Patrols: 2 guards on Buro Crescent become static; a security vehicle patrols both internal and external areas
Camera Monitoring: 2 AI-powered cameras at zone ends

Option 2: Enhanced Manpower with Advanced Surveillance
Objective: Strengthen guard presence and enhance surveillance technology
Guard Plan: Add 3 day shift and 3 night shift guards at critical perimeter locations
Patrols: Current internal patrols unchanged; Bravo 2 continues into Galway
Camera Monitoring: 4 AI-powered cameras, including 1 LPR-enabled camera

Option 3: Comprehensive and Proactive Perimeter Control
Objective: Maximum security using additional guards and advanced AI cameras (PTZ + LPR)
Guard Plan: Add 5 day shift and 4 night shift guards
- Day Shift: 2 at Brickfield, 2 at Jan Smuts, 1 at Garth Road
- Night Shift: 2 at Brickfield, 1 at Jan Smuts, 1 at Garth Road
Patrols: Regular Galway patrols continue; additional guard monitors area between park and Castle Rock
Camera Monitoring: 6 AI-powered cameras, including 3 LPR-enabled PTZ cameras
